Updated August 2026

The FOI asks 50 questions on how people learn and how to teach them. The Aviation Instructor’s Handbook is a central reference. Its learning and teaching topics require separate study from pilot knowledge. exclam.ai pairs handbook readings with questions that cite their source pages.

## Test format

50 multiple-choice questions, 1.5 hours, passing score 70%. Taken at PSI testing centers; minimum age 16. Required for the initial flight or ground instructor certificate unless you already hold a teaching credential the FAA accepts.

Our ACS text comparison found little overlap between FOI elements and PAR, IRA, or CAX elements. This compares wording, not exam questions.

Begin with the Aviation Instructor’s Handbook. Use the applicable FAA standards and their references to check your coverage.

The CY2025 pass rate was 99.07%. The learning and teaching vocabulary still requires study; aggregate results do not predict individual readiness.

CY2025: 14,846 tests, 99.07% pass rate, 92.13% average score (FAA AKT Volume Report). The FOI passing score is 70%. Verify current testing details at [faa.gov/training\_testing](https://www.faa.gov/training_testing/testing) before scheduling.

## FOI knowledge areas

These study topics summarize the FAA Airman Certification Standards and source handbooks. Consult the applicable standards and references for the complete requirements.

### Human Behavior and the Learning Process

How students actually acquire, retain, and transfer skills — the theoretical core of the FOI.

Learning theory: behaviorism, cognitive theory, and information processing

Laws of learning (readiness, exercise, effect, primacy, intensity, recency)

Levels of learning and domains of learning (cognitive, affective, psychomotor)

Memory, forgetting, and transfer of learning

Defense mechanisms and human needs

### Effective Communication

The barriers between what an instructor says and what a student hears.

Basic elements of communication

Barriers to effective communication

Developing communication skills — listening, questioning, instructional enhancement

### The Teaching Process

Preparing, presenting, applying, and reviewing — lesson structure and delivery methods.

Preparation of a lesson: performance-based objectives and completion standards

Presentation methods: lecture, guided discussion, demonstration-performance, e-learning

Problem-based learning and scenario-based training

Instructional aids and their proper use

### Assessment and Critique

Measuring whether learning happened, and telling the student the truth about it.

Characteristics of effective assessment

Traditional vs authentic assessment; oral quizzing techniques

Critiques: instructor/student, group, self-critique, written

### Instructor Responsibilities and Professionalism

What the FAA expects of a certificated instructor beyond the teaching itself.

Instructor responsibilities to the student and the public

Minimizing student frustration; ensuring student ability

Professionalism, sincerity, and personal habits

Evaluation of student ability and pilot supervision

## How exclam.ai helps with the FOI

### Study the real handbooks

The FAA PDFs above are free to study. Upload them with the additional references your test requires, and exclam.ai builds a reading plan.

### Quizzes mapped to the source

Practice questions and quick checks generated from the handbooks themselves, mapped to the 5 FOI knowledge areas. Every answer traces back to a page.

### A dated daily plan

~25 hours of weighted coverage paced to your test date, with review of weak areas and recomputation when you fall behind.

## FOI questions

How long should I study for the FOI?

Most candidates are ready in 2-3 weeks at under an hour a day. The corpus is one handbook (~1,300 minutes of structured reading in exclam.ai’s plan); the test asks 50 questions at a 70% pass bar.

Is the FOI hard?

CY2025: 99.07% pass rate and 92.13% average score. These results describe that year’s candidates, not the causes of passing or failing. Use practice to check your understanding of learning and teaching concepts.

Do I need the FOI if I am already a teacher?

Holders of certain teaching credentials (e.g., a current teacher certificate or university faculty position) may be exempt — check 14 CFR 61.185 and confirm with your FSDO before scheduling.

What materials do I need to buy?

None. The Aviation Instructor’s Handbook and the Risk Management Handbook are free FAA PDFs, public domain. Upload them to exclam.ai (or start from our prepared corpus) and study from the source the questions are written against.
